THE OFFICE OF PROGRAM PLANNING AND INTEGRATION (PPI) is the focus for a new corporate management culture at NOAA. PPI is responsible for:
- Fostering strategic management among NOAA Line and Staff Offices, Goal Teams, Programs, and Councils
- Supporting planning activities through active participation of employees, stakeholders, and partners
- Building decision support systems based on the goals and outcomes set in NOAA's strategic plan, and
- Guiding managers and employees on program and performance
management, the National Environmental Policy Act, and socioeconomic
analysis.
MATRIX MANAGEMENT AT WORK IN NOAA: NOAA's work is planned and organized strategically with respect to four Mission Goals and a Mission Support Goal. NOAA's Goals exist with traditional Line and Staff Offices in a matrix organizational structure. NOAA's strategic planning is done in the framework of the Goals, while execution of the plan is carried out by NOAA's Line and Staff Offices. The figure below shows the intersections among NOAA's Lines and Goals, as well as relative levels of funding.
